Contributed PR #677 to the Go-based open-code-review project.
- Implemented ocr scan --resume so interrupted repository scans continue from per-file checkpoints and skip already-reviewed files.
- Reduced redundant SHA-256 hashing with per-run fingerprint caching; added scan-scope validation and tests following maintainer review.
